I create a bin, but i dont know how to split (separate) 4 sides of bin for plasma cutting machine and then bend and weld it
What steps i can make to do this ? Please explain me.

Try this Find the red End of Part marker in the browser.
(End of Folded on sheet metal parts EOF)
Drag the red EOP to the top of the browser hiding all features.
Save the file with the EOP in a rolled up state.
Right click on the file name and select Send to Compressed (zipped) Folder.
Attach the resulting *.zip file here.
You might also try a different browser (IE, Chrome...)
Try this blog for 1 method of using Derive. If you do it this way then there is no reason to have the 2 Shell features.

But this method not solve my question. I already create a model, but now i want to separate each side of model as different metal sheets for plasma cutting
How many parts to do you want this separated into? 4? 7?
I noticed that your sketches are not constrained - so the first thing I will have to do is fix your model.
First thing I noticed - Sketch1 was not contrianed and it looked like too much work. (see attached)
I left part of it for you to finish based on what I already done.
I am having the same issue. I have a few parts that i used the shell command on and now need to derive separate parts with compound angles. How do you do this?
I recommend that you start over from scratch.
I don't understand the purpose of all of your Work Planes and Work Points?
Have you installed all Service Packs and Updates for your version of Inventor?
Do first sketch and then attach the new file here.
