I just did some experimenting, and if you don't create the cutting plane
line at a right angle you can achieve what you are trying to do. After
creating the section, edit the sketch that is created for the cutting plane
line and put in an angular dimension. As long as the angle is greater than
90° you will get full section. You can then delete the dimension. At
exactly 90° IV defaults to a half section, which it should.
