I want to make a simple rope and pulley animation with Inventor. I tried adaptivity and driving the constraint but failed. This what I am trying to do;

Not exactly the same problem - but clever solution that could be adapted.
I was unable to open your pulley since you're in 2015. Funny, I'll be switching to 2015 on Monday, so close but no cigar.
Nevertheless, I created a part file that simulates the rope passing over a pulley. Are you familiar with Inventor Studio? I highly recommend it in this case. I usually would animate something like this with a rectangular pattern on a curve however, since this is rope, it has to use a coil. There are a few things to keep in mind since that is the case: 1) Coils can't follow paths 2) A bend has to be used 3) Coils slow down your machine.
I started trying to write out some of the specifics of the part I made and why I did some of the things the way that I did them, but that started to become a jumbled mess. It'll be easier to let you crack open the part and dig around. You can change everything through user parameters in the parameters menu. I also set up a form that can be used to manipulate the model. You get to it by going to the manage tab on your ribbon, then to the iLogic section, select iLogic Browser, select the Forms tab and click Driver.
Let me know if you have any questions. I'm certain there may be one or two.
Oh and feel free to ignore my "pulley" lol
EDIT: Created second rope part file that has the option of changing the number of strands in the coil. The one I originally did had 3. This one you can change from 2 to anything above 2. I'm sure there is a failure point but I haven't ventured far enough to find it. The parameter is NoStrands and is only accessed through the parameters menu.
