Why can't I use the Project Cut Edges command after creating a sketch on the xy plane?

Watching video on You Tube it works. Time stamp 12min 20 secs.

PLEASE HELP SO I CAN USE THE PROJECT CUT EDGES.

Kind regards

A CAD Student.
