I have a metal part for which i have added a raised area which needs to be shelled out so as to replicate a dish shape.
1. Can this be shelled out and filleted so as to represent a smooth pressed raised section in the metal
I don`t know of any other way to perform this feature.

You should use a Punch tool if you still want this to give you a Flat Pattern

you could add the fillets and them shell (select all faces extcept the front (or back) faces.
If you were going to shell - there was an easier way to create the part.

JD,Are you going to show your easier way to create the part?
Simply place a sketch on the face with a "Center-Mark" at the center your desired "punch" location. Then select the Punch-Tool, scroll down to the desired shape.
