Post Welding Operation

I have two tubes that I have welded together. (one inside the other)
I now want to tap a hole thru both tubes to the centerline of the O.D.

When I create a sketch in "Machining" how do I constrain or dimension my
point or hole center?
I hope I'm missing something here real blatant.

just project geometry as you normally would in an assembly...

There is no existing hole to project.

I know. Project an axis or a plane then reference to that projected
geometry.

..or am I misunderstanding you?
