I am trying to get a work axis to pattern along a surface. I am expecting the axis to pattern normal to the surface at each instance.
I did the hole on spiral curve on a cylindrical surface, It works perfect. In theory the axis is normal to the cylindrical surface at each instance
for reference I have attached "SpiralPattern.ipt".
Extending that concept I want the pattern to follow some other surface. I am attaching the part here "TestPart.ipt".
I am definitely missing something, Please can anybody help me understand where I am going wrong.

The first question would be what are you trying to achieve?
The reasons I ask is from what I can gather from your file the axis that are patterned along the path (feature) are correct. But when you step back and look at your manual axis create they are from two points not related to the path at all as the surface are no way related to each other due to the differences in the contours of the derived part.
There may be another way to attempt this but I would need more information in line with me first question.
I want a Extrude cut to be created in the left and right flange of the surface. The manual axes which are created are normal to a surface at the respective workpoint. I am expecting the pattern instances to be normal to the surface at the respective instances. Please find the attached part for your reference. Autodesk has created a "Case 09542646 - Pattern a feature normal to a surface" for this issue but, If you have a solution which I am missing I will appreciate your help

Upon closer inspection the assumption of the two features (legs) from the derived part are parallel are incorrect. It seems the only way to address this is to do a pattern on each leg instead of both at the same time. I started by offset one face of the two legs so it was halfway between each. But the results were simlar to yours. You can see the differences in the part I’m posting which has work axis pattern along each edge. When you edit the axis to Auto-Resize you will see they don’t match as they go down the edges. When you do a two point axis creation it is only using those two points and are not perpendicular to either surface.
If this was intended to be one hole with another component going through the holes you will need to adjust the size of the hole size as they seem to not be on the same planes.

Reading thru the description, I think I am fairly understanding what you are suggesting.
Going back to first tutorial which I posted of the cylinder with the hole patterning along the Helical curve, That hole was patterned
pretty clean. Is that pattern is a function of helical curve feature of inventor ?
Theoretically, helical curve has a normal (radial) at each random point which passes thru the center/axis. Is that the reason the pattern follow the cylindrical surface ?
Now when we think of a random spline (path) it in theory has a normal but it is based on the surface which might or is passing through it.
Going forward will it be helpful to have

I have been following this thread trying to understand your problem description and think I might now understand with this illustration. (see attached file)
Pattern of a workplane along a random curve results in a workplane that is perpendicular to the spline at pierce point, but no real control of the local coordinate system of each workplane. (I assume the same would be true for an axis or a workpoint.)
With a regular curve (like a helix) even pattern of a workpoint must be creating a well-defined local coordinate system as that workpoint pattern can be used in assembly to properly pattern and orient a component placement.
If I follow your problem description, you are looking for a method to define what I am referring to as a local coordinate system for any pattern based on, for one example, a guide surface (or plane, or.....) Is that correct?

Sorry I must have slipped up when I posted my comments. It should be with this post. As I mentioned the reason a surface mid-way between end give different results is that it is a compound surface so to follow one edge will give some useful points and other way off as it is a average. This file shows something more in line with what I think you want. But it will need to be done in two separate patterns.
