I set up my parts list as a Structured-All levels
On certain parts I need to show the children of the parent, which I can do.
But if I accidentally click the + sign of a parent I do not need to show the children of I cannot collapse the
parent. I do not have the - option.
is there a setting I am missing somewhere not letting me use the +/- function properly?

I'm using Inventor 2013
Well, at first glance, I notice that the missing (-) you are pointing to is on a part... not an assembly. Are you trying to say that part is a child, and your screen shot just doesn't show the parent with the missing (-)?

The parent assembly was hidden due to a filter I had
Once I turned the filter off I was able to collapse the parent.
