My first thought is to check the bill of materials in the main assembly and
verify that the seals are set to normal or purchased. The BOM Structure
affects how a component acts in the parts list/item numbers.

I am creating the parts list for a gearbox assembly and finding I cannot add
a balloon to some items. The bearings and seals in this unit were downloaded
from the SKF site in "native Inventor" format, the bearings come in as
.iam's (multiple parts) and the seals as .ipt's. I can pick the bearings
with no problem but when I try to pick the seals, Inventor pretends they do
not exist and will not let me attach a balloon even though they do show up
in the browser and the files open with no problem.
Anyone have any idea why?
