Pack and go not skipping content center files

Recently upgraded to 2016 from 2015.  Worked flawlessly in 2015, now it's not performing the same way.

I have defined a Content Center path in the project file, yet when I check "Skip Libraries" they get copied to the new folder.

I also tried changing the path to a "library" in the project file and it produces the same results.

I made sure that the library files were migrated to the current release.  See screenshots.

I don't know what else to try.

I'm getting a similar issue. It seems it has only started since Update 1 or 2 for 2016 (I installed both at the same time). So it's a new bug.

The only difference is these are parts which I've copied out of the Inventor Library and moved into my own and modified. Ie they started out as 'standard parts'.

So when I go to Pack and Go, I deselect these parts and hit 'Start' but Pack and Go still copies them to the new location.
