Need Urgent Help on a Assembly. Asap!

I have a snow plow assembly that im working on as i type, im pretty much done, but i need to make the front of it swivel to 15 and 30 deg to left and right. Right now i cant move it, and i've been trying to find where did i constrain something that is keeping it from moving.
