In the screenshot you provided, create a new 2d sketch, move your mouse over the flat underside of the windshield edge, then click & drag down (away from the windshield). When you let go of the mouse, the sketch plane will be created. Draw the shape you need, then Extrude (using the "To" option instead of "Distance") and the shape will be created.
