Multiple iLogic Rules for one part

I have a bit of a predicament.  I have a rule (say "Rule1") that includes a few parts in my assembly and at least one other rule ("Rule2") that includes some of those same parts but not all the parts from Rule1.

They are both suppress/unsuppress component rules from an excel spreadsheet.  I don't know if there is an order that iLogic runs through, but whats happening is that when I update the assembly, it isn't suppressing a few of the parts that should be suppressed that are in both rules, they are suppressed in both rules.  I can't figure out why the parts are not suppressing.  Any thoughts?
