Okay, so two questions here.
First off, are you wanting to roll your mouse wheel to pan (rather than zoom), or are you having trouble using the middle click to pan?
Second, what kind of mouse are you using? (I ask this because for some reason, there are some mice out there that do not default to having the middle button act like a middle button.)

What version of Inventor are you using?
Does your middle mouse button pan as expected in AutoCAD?
What mouse and mouse driver are you using?
