lofted part, bends are not centered on part as they should be.

I created a lofted flange between 2 circles that are arranged at angles around 2 more circles with a common centerpoint, I have included the ipt file as the description is confusing. Around the conter plane the part is cut, then ready to flatten, but the bend locations are not centered on the part, I have to create about 30 of these, each unique parts, and there has to be a way to simply adjust the location of the bends, but I cannot seem to find it anywhere.

Look at changing the Facet Control to use B angle. This way you can control the number of bend involve in creating the flange. The Facet control is one of your option in the Loft Flange command.
