I could not find it at On-line Knowledge Base - technical solution.

It's listed under the product "AutoCAD", which also uses it. Any technical
document can be found using a URL of this pattern:

Simply replace the document number.

This utility is used if you have installed the network license version of
MDT, and wish to use the standalone license instead. Rather than
uninstalling one version and reinstalling the other, this utility modifies
the installation to look for the other license type. However, you must have
two serial numbers: one for the network license product, and one for the
standalone.

I believe this applies only to AutoCAD and its verticals (e.g. MDT); I don't
know if it works with Inventor. For more info, you might ask in the group
"autodesk.autocad.network".
