Superscript, subscript and tolerance stacking are available in IV2009...

Pete is otherwise correct, once you hide the dim value, you cannot apply a
tolerance and have it displayed.

If you are need to replace the dim value with "Text" then I am 99% sure you
have to enter everything manually. If you are going to "fudge" a dimension,
might as well fudge it all the way. (Alt+241) will give you the +/- symbol.
It may also be available from the drop down symbols.
If you need to super and subscript them wih different values, idk. Then I
have to agree IV is way behind. On the idw side, someone is taking the "IV
is not Autocad" too literally with respect to detatiling capbilties.
