I would guess that you do need to get system administrator privileges to
allow the installation to succeed.

but it's not clear that it's totally on-topic.
Unfortunately, they're not giving us much to go on, but it would make
sense that in order to set file and registry access permissions that one
would need administrative access. This is quite common for installation
processes.
I can't imagine that re-imaging your hard disk would be helpful. Is
there someone who can login as an administrator to complete the
installation?
