I have experienced the same problem and I found that the windows upgrade from 8 to 8.1 was where the problem starts.
By returning to 8.0 and installing the fix packages I can now reusing Installer 2013 but it operates at a very slow pace and only with drawings I complete on my computer. If I begin a project on another computer and try to open it on my computer it will freeze.
Has anyone any suggestions please?

Inventor 2013 Is not fully supported on Windows 8 or 8.1. (i.e. use at your own risk, the service packs help but you still encounter issues.)
Inventor 2014 "works" with windows 8 and 8.1 (but runs much better on windows 7, IMO)
and
Inventor 2015 works with 7, 8, and 8.1 (runs smooth on these OS)

Inventor back to version 2012 is fully supported on win8 & win8.1. You simply need to ensure you are using the latest service packs & updates.

I've had the same problem. Upgrade from win 8 to win 8.1, getting 0xc000142 error for starting the program.
Now reading Cris' instructions: Install Inventor 2013 SP 2, 64 bit and Update 6; using the links mentioned.
After installation everything just works perfect and Inventor 2013 Pro just run again.
I think I will just jump over the Atlantic to give yor a pat on the shoulder.
