Most likely the dialog is "Out of Range" of your current display setup.
Did you recently work with more than the current monitor(s).
If so try the following:
-Click the Thread Toolbutton
-Press ALT+SPACE
-Press ENTER
-Use the ARROW -KEYS to move the dialog-box until it appears on screen.
[EDIT]Typo[/EDIT]
I don't think this is the issue but nonetheless please check if you have the thread.xls in design data folder.
Go into Inventor / Mange / Projects and check what is the path to Design Data under Folder Options. If it says default then go to Tools / Application Options / File / Design Data.
Browse to that folder and check if you have a file called thread.xls in "Design Data/XLS/en-US"
default folder for Win7 Inventor 2015 is C:\Users\Public\Documents\Autodesk\Inventor 2015\Design Data\XLS\en-US
If the Thread.xls would be missing or the path-definition to Design-Data folder in Options/File would be wrong, an Error Message would appear onscreen.
Certainly this one could be out of range also...
Furthermore if you add a threaded hole by using the hole command; does this work?
Would be an indicator for the thread.xls issue.
Yes, hweier is correct, if the xls is misisng an error apears, I have rename my thread.xls file and got the error.
When you start the thread command, and you move your mose over a face, do you see a thread showing up like in my image bellow?
This will tell you if the command is working but the window is out of screen (or behind main Inventor window).
It appears that your intent is to thread extruded circles.
What happens if instead of extruded circles you use the Hole features with Threaded option?

Nice solution to get deeper into the issue!
Are you selecting a cylindrical face?
Have you tryied JD's question? Hole feature with thread is working?
Does Tapped Hole work?
Have you installed all Service Packs and Updates?
Do you have MS Excel on this machine?

Also thread.xls file exist, but this file only have ISO library
Looks like your thread.xls been modified ending up corrupted.
You could either run a repair installation (recommended) or locate the original thread.xls file on the installation package and copy into the active Design Data folder of your installation.
Create a Windows Restore Point in case it stops working in the future.
