Place a sketch on the view. Project the target circle in question, next pick
the centerpoint and change it's style from "reference" to "Connection
point". Exit sketch. Use Symbols command with "leader" unchecked to place
sketched symbol that will stay attached to that point.
PS. After placement, dont drag it off or you'll never get it back on without
re-inserting it!
