After selecting "All Levels", and then placing a parts list on your drawing, do you see a bunch of plus signs next to items in your Parts List?

If so, simply expand these to show the levels below.  Or right click and choose Expand All to open all children at once for each sub assembly.

Be aware though that placing an indented (or structured BOM) in versions prior to Inventor 2013 may render the line that the indent was made on invisible. This was thankfully fixed in 2013.

What would cause the + symbol to not be next to the assembly in the BOM?

The + is just showing that the assembly can be expanded to show the parts inside it. The assembly of course could be empty so would not have a +, bit strange though.

Does it have anything to do with the fact that the assembly i am trying to expand is a weldment? Also i have other weldments that can be expanded in another idw and shoe as indented.....really confused.

You need to open the BOM.

Change the tab to structured.

select the view options button, (magnifying glass)

select view properties

Select all levels.

This should make the + appear in your parts list.
