icons and dragging in browser

whats the difference between these 2 content centre icons?  The top one is the first places of that occurance, the botom one is a copy and paste.  The top one will not allow you to reorder in the browser, (drag upwards anywhere including folders) the bottom one behaves normally and you can drag it wherever you want in the asembly browser...

I have a folder in the bottom of my browser now for "crap that wont move", I would like to shift these components into sensible folders or sub asemblies...

The top icon indicates it's a tube&pipe part.
The behavior you're seeing is normal for T&P, and also very annoying in my opinion.

You can do a few thing to prevent them:
Turn of the T&P addin.
Copy & paste and delete the first occurence.

I can't remember if there was a way to change them after they've been placed, but there's probably a very slim chance for that.
