I started as a wrong ratio

I just used 12 hours for my homework which is a 33-floors building. 

However, after I finished the first floor, I discovered that the unit is cm but not mm. 

That's mean my scale is bigger than my expacted one 10 times.

Hence, how can I make it from cm to mm and 10 times smaller.

Depending on how the model was structured, there are probably a few different solutions.

 

If it is all in one part file (multi-body solid perhaps) then you could go to "Tools --> Document Settings" and change the unit from cm to mm.

If however, it is a number of parts, sub-assemblies and assemblies, things will be a little more complicated.

You would probably need to go through all your files and either change the default units, or manually type in the units in all of the parameter values. So if it currently just says "10" you would change it to say "10mm". That would override the default units.

 

There is a bit of a cheat way that may help. You could always create a new part and then use the "Derive" tool to bring in the assembly as a part. One of the settings is a "scale" option that would allow you to scale the model down. The disadvantage of this option is you will lose your assembly structure. The good news is that the scaled version (.ipt) will remain associative to the main model, so if you change your assembly, the derived part will update.

You can export the parameters as xml and edit them with a text editor, to change them all. If changin the units or derive as Gavin suggested is not wokring then I would use Brian Ekins's code from here:
