How do I constrain this?

I have an assembly where there is a spiral inside a case that has a top with holes for cylindars to go through. I have constrained the cylindar inside the top and the spiral inside the case( although it can rotate). The top is centered with the case but can move up and down. How can I constrain the cylendar to just touch the spiral so that when the spiral rotates the cylendar goes up and down?

I found out that there was an easy way to do it with 3D contact in the dynamic simulation which is what I wanted it for anyway. If you still feel like answering how to do it with a constraint I have attached the zip file.
