I have the same problem on occasion with 2014. The responses here have not worked; the "select other" option is gone altogether.
The only solution I have found is to restart Inventor.

Instead of hover and wait for pop-up, do you get access to Select Other if you Right Mouse Button?

I have had this problem in both 2012 and still in 2017.
The highlight selection hover to scroll in "select other" goes out EVERY time there is a new windows update.
(like they don't install something in the background, ha!)
but I can take it to the bank that a new update is ready upon reboot.
Yes and I reboot and the selection is back until the next windows update.
Maybe Autodesk can figure a workaround in their code for windows to put a ca-bosh on the selection.
Its a great way to toggle thru, but it sucks that in 5+ years Autodesk hasn't noticed or hasn't cared to fix this issue.

have you tried to uncheck "Enable Optimized Selection" right over the select other delay section?
Sometimes I've noticed when that is checked select other doesn't work properly..
I had that problem in older version of Inventor but not in 2017 yet..
Also are you up to date on any service packs/updates for 2017? (not sure if any of them address the problem)..
Frankly when its hard to reproduce (aka no repeated steps/process will duplicate the problem each time) is really hard to fix the issue and its probably computer specific as not everyone (very few in fact) see to have reported this issue here anyways..
Under Tools/Application Options/General tab, how many secs do you have for the delay on "Select Others".. For a test sit to .5 (1/2 of sec) and see if it works for you.

All right. I'm having the same issue, normally working on 0.8s and tolerance of 5.
I tested it with 0.5s and the "select other" window was back. As I reset it back to 0.8s, it again didn't work.
So this issue appears only with a delay higher than 0.5s?

I can confirm this bug too in Inventor 2018. As soon as I change the tolerance timing to 0.5, it works. Any higher and it's a no show. Very odd!
What operating system? I'm using Inventor 2018 on Windows 7, and have no problem with the Select Other functionality at any number. I've typically left it set on the default (2 sec), but can change it to 1.0 sec, 1.5 sec, 0.8 sec, all with no problem.
I wonder if it's a problem with a particular graphics setup?

I've recently just upgraded to Inventor 2018 and now have the same problem (2017 was fine). I've tried various time delay settings as suggested but this has not fixed the issue.
Any further ideas ?

The only helpful thing is to restart Inventor or even your PC.
This was the only way for me to fix it.

I did deactivate the "select other" (delay time = 0). If I need to select from multiple objects I activate it with RMB. This is a proven working style (for me). Give it a try.

Tried re-start and switching off time delay.
Just updated graphics drivers and still not working.
Have noticed I can 'select other' fine when starting a sketch (i.e picking a sketch plane) both RMB 'select other' and waiting for drop down to appear to pick any face. Problem is only during extrude to and extrude between during create extrude. This options only work with the nearest face not any face behind.

I still suspect that this is a graphics problem.
The latest driver does not always have to be the most suitable.... Maybe you should test others.
Furthermore: Try to "play" with different hardware settings (see pic), (after changing the settings a new start of Inventor is suggested) and see what happens.
