Additional information: If I move the cylinder to the point where the lining
hole is no where near the cylinder hole, I can no longer add a second
insertion constraint between the cylinder and the rest of the assembly. If I
move the lining so that the hole is closer to the cylinder hole, I can then
add the constriaint! The only constraint on the lining is an insertion
constraint with the cylinder, it has no "official" connection to the rest of
the assembly.
