Can I use Flat Metal Patterns from a sheet metal design as a sketch and
add tabs for match marks, etc.

Bob,

In the IDW environment you could use the flat pattern and make a sketch
associative to it. Simply insert the flat pattern into the IDW and then
highlight the view befor epicking the sketch button.

Or for that matter you could even do a sketch in the assembly mode
associated with the part if I am not mistaken. Though I have never done it /
needed it.
