Does anyone know if Inventor 7 will allow you to
export a flat-pattern to dwg/dxf with both bend lines and the neutral axis
shown? I need the neutral axis to program a press brake.

RMB on flat pattern icon in the IPT feature tree
and select Save As. This gives you three options, SAT, DWG, DXF. The layers
are already created for the different features like bend lines, outside
features, inside features, etc.. But, don't expect the layer scheme to be
correct every time. Inventor likes to mix things up a little.
