I've recently had an issue when attempting to export to PDF from a drawing in Inventor Professional 2013 64-bit. The completed pdf is missing random characters in the dimensions, title block, etc. I've attached an example of this issue, which is now affecting all of my new drawings (the boundaries on the attached PDF are a little wonky from where I redacted).
What's funny is that this began suddenly, I have been using "Export to PDF" to produce dozens of drawings since AI 2013 was released. The only thing different is that I'm using a custom title block (hard-coded, no parameters) instead of the default. The machine is Windows 7 64-bit.

Have you ever tried printing to pdf to see if that gives you different results?

I finally installed a PDF print driver (cutePDF) this morning. I'll try printing to pdf tonight to see if that makes any difference.
I did see that there was an issue almost identical to this one associated with Inventor Pro 2010, at least until a hotfix was released.
Have you by any chance adjusted your text to less than 100%?
I have in the past (on occaision) noticed some issues with PDFs when the font is set to less than 100% width.
I have set some of the text to 80% width, although only for the static field text in the title block. What's strange is that the characters at <100% width seem to render normally.
I also see that some of the characters in the dimensions seem to be bold in the pdf, although they show up normally in the drawing.
