Dynamic 'Blocks' in Inventor 2009 Pro

Is there any way to create a dynamic block in Inventor as done in AutoCAD? I want to insert a scale bar on my drawings but change it for certain scales via a simple drop down arrow as we do in AutoCAD.

I would just create a IPT that looks like the scale
bar you want and then insert it into your drawings. Use the view text field for
your scale notation.

You could also create it once, publish an iPart and create a new CC part out of it and edit family table to have a range of sizes you commonly use.
