Driving constraints

I have 2 discs. As the first discs rotates from 0-90 there would be no
movement in the second disc. As the first disc rotates from 90 to 180 the
second disc rotates 0-30 then stops as the first disc completes it's
rotation. This would repeat untill the second disc indexes 12 times or 360
degrees.

I looked at Sean' tut's but I'm not too clear on functions.
Can someone point me in the right direction? LOL

If you don't want to deal with functions use Animator at my site...
