the help files (in inventor 10) show the following:
draw a construction line from the center of the end of the tube or solid
cylinder out to the edge where you would want a work plane to be tangent to
the surface.
finish the sketch, then add a work plane, pointing to the end of the
construction line you just drew on the outer edge/surface of the tube or
cylinder.
this will create a work plane tangent to the tube.
rotate the view to be straight on to this work plane, and start a new sketch
on that workplane, placing your hole centers where you want them along that
tangent line of your tube outer surface.
finish the sketch, add the hole feature as you need, This will put holes
into the tube or cylinder according to the specifications you placed on the
hole create dialogue.
I would post a file, but it is also drawn in inventor 10 so your inventor 9
wouldn;t be able to open it.
