Is it considered adaquate to just specify the standard, diameter and number of flute of an involute spline or is it normal to give actual dimensions and tolerances.
Also, what would be the "normal" steel(s) specified for automotive axles and half shafts?

If your splines conform to the standard, you should be able to minimize the information required to clearly specify them; however, it doesn't hurt to have the inspection dimensions also listed on the part drawing too.
For example:
Flat Root Side Fit
26T x 24/48 DP @ 30°
ANSI B92.1-1970 Class 5
In theory, this specification provides enough information for the manufacturing of the standard ANSI spline -- it doesn't, however, make it easy. Having the pin size and over-pin/between pin dimensions and tolerances, span length, etc. means the machinist doesn't have to look up the information in the ANSI standard nor calculate the dimensions and allowable tolerances themselves.
