Difference between Symmetric constraint and "mirror"

I have ran across this from time to time. Here is the scenerio. Say that I
have two points/circles with line dividing the two. I then chose to add the
symmetric constraint, but get an error "adding this constraint will
overconstrain the sketch". I don't understand why I get this. The two
points/circles have no other constraints on them.

The only way that I can get the two holes to be symmetric about the line is
to delete one of the holes and then do a mirror about the line.

Any ideas on why Inv. works this way? I am sure that it is something that I
am overlooking, but it seems that if there are not any constraints on the
points, adding the symmetric constraint should work.

Are the circles dimmed, maybe? Mine works okay.

I just tried it, with no problems. Do you have dimensions on both holes?
Maybe, you can post your file to CF.

I've had similar issues with the symmetry constraint. I was trying to center squares on reference lines though. I ended up having to use construction geometry in lieu of the symmetry constraint. I'm also using IV5.3sp2.
