Create Component in Assembly - Inv 2009 Error?

I'm working in an assembly and go to create a new component. No issues until I come to select the face or plane where I want to create the part. I select a face of a component and the sketch opens on an adjacent plane and not the one I want to work on.

Is this a user error or a bug?

It works fine on this end.

What happens when you select a plane directly in the browser?

the issue is really with when I select a face to sketch on. It doesn't open the sketch on the face but a plane 90 degrees to the face.

Another approach might be to simplify your assembly by selecting the target
component, right mouse click and select Isolate. Then select Create
Component and try picking the face. You may have other geometry within your
assembly that is confusing the selection process.
