copy design automatic reuse and copy setting

Possibly I am approaching this issue from the wrong direction, but this is what I am facing:

I have a rather complicated assembly.

This assembly serves as a template.

Per project I want an engineer to use "copy design" in the vault and copy the assembly to their project folder.

Some parts need to be reused. Others need to be copied. (reused files have name "14-24*.*" the copied files have name "project*.*).

This list of parts to go through is pretty long and I am wondering if there is a way to automate this ? I would like to define which ones need copied or reused once and reuse these choices as soon as a new copy design is required from this same assembly....
