Controlled rotation of one part WRT another

I have an helical screw located in a half-drum.

The half-drum is grounded and the screw is constrained axis to axis to it.  I can rotate the screw WRT the half-drum.

I want to be able to do so in a controlled manner, i.e. to be able to call for a rotation of, say, 35 degrees.

I am using Inventor 2015.  Can I control rotation like that?

Drive Constraint of an Angle Constraint

or

if you have Inventor Professional
