That's a catch 22 question.
The folks at Autodesk will be happy to tell you how
neat the Content Library is, but will downplay
its shortcomings. Those of us who have tried it and found it
basically unusable only got far enough into it to be able to tell you why
we aren't using it, and how frustrated we are about it. Then there
are the folks who haven't touched it because they don't trust it.
This is because Autodesk tends to radically change the thing in
every two out of three new versions of Inventor.
To get a fully detailed answer to your
question, you'd have to find someone who is actually using the Content Library
in their day-to-day work. Personally, I don't know anyone who's doing
that.
