How do I know whether or nt my Content Center is set up as read / write?

Go to your projects, hit the button in the lower right. (see image.)

If you about having the ability to edit the family table or publish to the content center, I believe it is under the tools tab you will find the publish to CC and edit the CC buttons.  If it allows you in then you have read/write privileges.

Do you have Vault?  If so are you an admin to that?  If so then chances are you have read/write to the CC.
