Constraining Two Pieces to an Axis (Images)

Hello, so for an engineering project, I have to design (and soon build) a 15 pound combat robot. We're using a 4-bar lifting arm, but we need two pegs mounted to the ground. The short piece (on the left) needs to have its hole lined up with the hole on the longer piece (on the right).  I have no idea how to do this, though I'm proud of where I've gotten to so far compared to a few weeks ago :3. Anyways, some help would be appreciated.

Mate the axis of the holes.  Attach your assembly here if you can't figure it out.

Also the short one on the left won't move, as it's grounded (the pin icon on the ipt name in the browser)
