We can not insert AutoCAD blocks (created in 2015) into Inventor 2015 dwg drawing files.
The computer completely locks up, you have to power down computer to stop it, keyboard is not responding.
Blocks created in AutoCAD 2014 drawings insert correctly.
I've tested this on 3 different computer configurations.

I know this is not an answer to your question, but it might be a method you had not tried yet.
Take this block and insert it into an Autocad drawing. Explode it then try and copy (ctrl "C") then in your Inventor drawing, paste it (ctrl "V").

Just to clarify. We're trying to use the Annotate\Symbols\Import Block command.
Existing AutoCAD drawings work correctly. If I pick the blocktest file that was created in 2015 computer hangs.

Hi! Have you applied Updates to Inventor R2015. Update 2 is just out (containing Update 1 also). I recall the issue was already resolved on Update 1. Could you apply Update 2 and see if it works better?

I just did service pack 1 and the update for it, and now when trying to insert the block "open" is no longer greyed out...but it's still not inserting anything.
Once you hit open, the insert command window just closes and opens back up, you can just click open an infinite amount of times to no result.

Could you check if Autodesk DWG TrueView 2015 is installed? If yes, could you start Autodesk DWG TrueView 2015 and open the dwg file? Are you able to try the same workflow on another machine? Does the behavior persist? Could you send me the dwg file directly (johnson.shiue@autodesk.com)?
