C# 2008 Express Edition compatibility with API 2009

Can I develop applications using Apprentice Service with Microsoft C# 2008 Express Edition? I'm using Autodesk Inventor 2009 and intend to develop an external applications for:

- rename Inventor files.
- edit BOM in assembly files
