What is the technique to camfer or bevel that inside surface for the collar? It is a secondary sketch which was extruded all the way through the collar. All attempts to bevel yeilded an error message saying the sketch was too complicated

Can you post screen shot with edge selected for Chamfer feature?
I was able to select all edges.
Have you installed all Service Packs for Inventor 2012?

Here in the .png file the current view has been changed to the front. It is the inside diameter that we are looking at that needs to be beveled
There is not "Bevel" command.
Maybe it is Face Draft that you are after?
Of course the entire part would have been easier to create as a Revolve of a single sketch.

It is apparent after reexaminng what was done that there was significant operator error involved. When the command is invoked it seems like the left mouse button has to be depressed and the cursor dragged all the way to the outer surface, selected and then dragged back inward to obtain the desired beveling/radius. The distance icon in the chamfer window seems to indicate that

I still don't have a clue what exactly it is that you were trying to do.

If you will please look at the the model/part in its current view. Just the way you see it was what was desired. The inside diameter on the bottom of the collar has been beveled.
