Bend along non-planar surface

I am not sure what I am doing wrong but when I use the bend tool I am getting weird results. Does the surface to be bent have to be planar? See photo attachment.

The sketch plane is the neutral plane of the bend. The sketch should touch the party.

What 'weird' results are you seeing?

In that case how would I bend something along a loft which doesn't have a sketch touching it? (see photo attachment on original post).

Why not model in finished form?
