I rarely launch the Product Design Suite shortcut, given that I know which program I want to use already, but picked it by accident this morning, only to find an update supposedly exists. So I opened the already running Application Manager (which, hilariously, I had to re-install as it couldn't update itself), only to find no update listed (attached).
Maybe I have a setting wrong (which I really shouldn't have to fiddle with), but I suspect it's just another expression of a company that can't seem to make up it's mind as to how to manage updates.
The "application manager" is not fully working. Supposedly an update is due out in sept or so that will fix it (so they say)...
The communication center never really worked properly for me either.
I just check on the Autodesk site when I feel like it.

It seems to be working fine now.. There have been plenty of updates for it lately and its now installing service packs,etc.. just fine..
Only a few small issues..
Wish I was you... I got nothin' but a spinning circle, and a list of updates pointing and laughing at me. Also, I just manually installed the service pack, and now anything I open in Inventor or Design Assistant is taking 10m. Tried restarting... no different.

Frankly I find that problems like this come down to an incorrect installation at the beginning..
Some things like.....
Did you disable UAC? Did you turn off Antivirus software? Did you install as an admin? Do you have a firewall running that might be blocking it? and numerous other things that could cause these types of problems..
Maybe you should just try a repair or clean wipe and reinstall?
I've NEVER had problems like yours but I always follow recommended installation practices.. I always get all my drivers up to date before I install,etc... Just good computing practices..
