Annotate Dims dragging

When annotating an idw drawing using drawing dimensions on projected views I'm having a hard time dragging a vertical dimension to a preferred position. I can drag the text, but not the arrows and extension lines. Shouldn't they rubber band around? Also, I have a dimension that needs to be re attached to the center of a hole. Shouldn't I just drag the end point of the extension line back to where it should be? It doesn't seem to work it just snaps back to its unattached position.

Short Vertical dimensions can be a little tricky sometimes to get the whole
thing to move left and right. It just takes a little persistence usually
though. Sometimes I move the text out of the way and then try to drag the
rest of the dim.

To get the extension line back to the center, going from memory I believe
you have to drag it over the top of the circle until you see the center dot
and then you can snap to that.

Thanks Kent, I can now rubber band the vertical dim OK, but I still can't re-attach the dim to the center of the hole. It lets me drag it to the dot in the center, but when I drop it in place the extension line jumps away as if it is trying to snap to another point somewhere. Is ther a way to control the snap points manually?

Looking at it now, hovering around the actual circle doesn't make the dot show up, but I
do seem to remember cases where I had to drag across the circle to before the dot would
show up.... maybe I am mixing something else up with this.

About all I can suggest is to zip it up and post it to customer files where someone will
most likely take a look and give some feedback as to what might be going wrong.
