aligning objects in idw

how do I align drawings in an idw by their borders. Ie I want a drawing to have it's border 1' from the edge of the sheet or have a titleblock .bmp resize w/ the block by snapping it's corners to a point.

When editing the border, simply apply a dimension between the corner of the
sheet (point) and the edge of your border you have created.
