Positioning is now built into Inventor - Move Bodies or solids or whatever it is called (I don't have Inventor in front of me at the moment.
I think there is an SDK for non-uniform scaling - you might take a look in your SDK folder.

Here is an article for the tool JDMather mentioned. It speaks to imported components, but can be used to move or reposition any solid body.

Thanks a lot it was really an informative article, however, I wend through SDK folder and when I install Derive Scale Positon Addin, nothing will add on my IV, even in Addins list nothing shows up , I had it before I upgrade to IV2013 and it was easy and powerful, but I cannot get it to install anymore and I'm wondering why.

I believe that you need to have at least the.NET platform 2.0 installed.
I assume that you know about SDK which needs to be installed using UserTools.msi typically found under C:\Users\Public\Documents\Autodesk\Inventor 2012\SDK\.
Make sure that the old addin is uninstalled first. I am not sure if cleaning the registry (for entries referring to derivedpart_sp) is necessary.

Perhaps this post is quite relevant -- apparently there is a GUID collision with another addin in Inventor 2013. Try to install the addin which Rocky Zhang has posted there. Thanks.
