Yeah, think you can do that.
In the 3D sketch command,
pick the sketch point command,
pick the place on the line you want the point,
then pick the crossing Origin plane (in the browser) to place the point.
Exit the 3D sketch command,
start the workplane command,
pick the point,
pick the line,
finish the command.
Should have a workplane on the point.

Johnson, i tried it here at home and i think i'm still missing something. i
know i can attached points and make workplanes along a 3d sketch line. my
question is can this also be done along a 3d line that is created from the
intersection of two surfaces. see attached.

Normal to Path workplane: Workplane tool->pick the 3D line and pick one of
the end points on the
3D line.
You can pick any point to place a workpoint.
